In a clear sign that all is not well in the lower regions of NPC rugby, Buller has defaulted a pre-season match against Nelson Bays even though it was a challenge for the Seddon Shield.  Apparently they could not form a squad due to injuries sustained in last week's club final.
 
Once again this raises the question of whether a country of New Zealand's size need 27 provincial unions.
